How do I create a washing line using pulleys where you stand in one place and the washing moves along?

I would like to be able to stand in one place and move the washing along the line.

You answered the question yourself, use 2 pulleys which you should be able to get from any diy store, get your washing line twice the length of the line you want, tie your knot on the top line and you have your loop.

As below, you will also want to make sure that you fix the pulleys firmly either into the ground on a post using Post-fix or similar, or good anchor bolts if into a wall.
